Board of Directors

Our board of directors operates according to the highest corporate governance standards. It is a unitary board and has a wide range of skills and experience. The non-executive directors have wide-ranging expertise and experience, including backgrounds in finance, audit, primary care and education. The board considers that it is balanced and complete in its composition, and appropriate to the requirements of the organisation.

Silas is an experienced Chief Executive and NHS leader who began his NHS career as a graduate management trainee. He has since held a wide range of general management posts, including commissioning roles in health authorities, management of community services and extensive hospital management experience.

Silas’s first Chief Executive post was at University Hospital of South Manchester NHS Foundation Trust (UHSM) in 2016, having joined the organisation two years earlier as Chief Operating Officer. More recently he has been Chief Executive of Southport and Ormskirk Hospitals NHS Trust until joining Wrightington, Wigan and Leigh NHS Foundation Trust, on 28th October 2019 as Chief Executive.

Ian Boyle Ian Boyle WWL

Chief Finance Officer

Ian joined WWL on 1 October 2020 as our new Chief Finance Officer. He was previously the Chief Finance Officer at Bolton CCG from October 2017 to September 2020.

Ian is a qualified accountant and has more than 26 years’ experience in NHS Finance. He is a Fellow of the Chartered Institute of Public Finance and Accountancy.

Ian has worked in Trusts, CCGs and NHS regulatory bodies, with the last nine years at Board level. Having spent the first 14 years of his career in the North West, including Deputy Director of Finance at WWL from 2002 to 2008, Ian also worked in London for nine years at NHS England and as the Chief Finance Officer/Deputy Chief Officer at Camden CCG.

Ian is passionate about finance staff development and is the Chair of the Healthcare Financial Management (HFMA) North West branch committee. He also has a keen interest in strategic financial planning in support of quality and transformation.

Alison Balson

Director of Workforce

Alison joined the Trust as Deputy Director of Human Resources in November 2013.

Alison acted up as Director of HR and Organisational Development for 7 months, before being appointed to the substantive role of Director of Workforce in August 2015. Alison has worked in the NHS since 2001 and has gained extensive knowledge and experience in the management of HR services.

As Director of Workforce, Alison is responsible for Human Resources, Education and Organisational Development, Occupational Health and Corporate Communications. Alison is committed to supporting and improving the strong staff engagement and partnership working ethos we have in WWL.

Mary Fleming

Chief Operating Officer

Mary joined the Trust in January 2008 as Divisional Manager for Surgical Specialties. She acted up as Acting Director of Operations and Performance for 8 months, before being appointed as Director of Operations and Performance in March 2016.

Mary has a strong patient focused operational background with extensive experience in leading service improvement and innovation across a variety of clinical disciplines, including Medicine, Surgery and Diagnostic Specialties. Mary worked in the Private sector before moving into healthcare and has worked in acute provider organisations across Greater Manchester and Yorkshire.

Mary studied Social History and Sociology and has a PGC in Managing Health and Social Care. Mary was incredibly proud to be nominated by the Trust, and listed as finalist by the North West Leadership Academy, in the category of NHS Emerging Leader of Year 2014 and was awarded the NHS Leadership Academy in Executive Healthcare Leadership in March 2015.

Mary is responsible for performance and the delivery of clinical services at the Trust.

Helen Richardson

Chief Nurse and Director of Infection Prevention and Control

Helen joined the Trust in August 2019 from Herefordshire Clinical Commissioning Group where she was the Chief Nursing Officer and Executive Director of Quality.

Helen has extensive nurse leadership and operational management experience and joins us with more than 34 years nursing experience across provider, commissioning and regulatory organisations, during which she has held a variety of senior positions including Director of Nursing at Weston Area Health Trust and Head of Inspection at the Care Quality Commission.

Helen studied at the Mid Glamorgan School of Nursing and has worked across Wales and the South West where she undertook the NHS Top Leaders Programme.

Helen is the Professional Lead for Nursing, Midwifery and Allied Health Professionals. Helen is also the lead for the Trust’s governance team working in partnership with the Medical Director on this agenda.

Helen is the Director responsible for Infection Prevention and Control.



Richard Mundon Richard Mundon

Director of Strategy and Planning

Richard is a very experienced public servant spending the majority of his career in the health sector. He has a degree in biological sciences and is a qualified accountant. He spent 25 years in the Department of Health joining in 1986 and working in a wide variety of roles in Birmingham, London and Leeds across a range of policy, management and corporate disciplines.

Richard has worked with Ministers, had multi billion pound budget responsibilities, led large change programmes, developed performance management and planning regimes and was head of profession for programme and project management. Amongst his many roles, he can list Project Manager on the 2000 NHS Plan and Director of Operations.

Richard joined the Trust in 2012 where he led projects on private patients, temporary staffing, back office functions and occupational health commercialisation. He became Acting Director of Strategy and Planning in December 2014 before being appointed as Director of Strategy and Planning in August 2015.

Dr Sanjay Arya Dr Sanjay Arya

Medical Director/ Consultant Interventional Cardiologist

Dr Sanjay Arya joined the Trust in November 2000 as a Consultant Interventional Cardiologist, providing a high quality, evidence based and patient focussed comprehensive cardiac service. Sanjay’s areas of interest are coronary artery disease, coronary intervention, heart failure, arrhythmia, syncope and cardiac assessment for non-cardiac surgery and professional footballers.

Sanjay is a keen teacher, dedicated to the teaching and training of doctors and other healthcare professionals. Sanjay was the Foundation Programme Director for seven years during which he raised the profile of doctor teaching and training at WWL. Dr Arya holds the position of Examiner for the Royal College of Physicians and at Manchester Medical School. He is Honorary Senior Lecturer at the University of Central Lancashire, Edge Hill University and the University of Liverpool. Sanjay has published several publications, delivered talks throughout the country, and is an active member of various cardiovascular organisations which aim to reduce the incidence and improve the management of cardiovascular disease.

Dr Arya has held the position of Medical Director for the Medicine Division since 2012. During this period Sanjay ensured high-quality care was provide for patients through various quality initiatives and via the implementation of 7 day working in the Trust. Sanjay is currently the Chair of the Emergency and Acute Medicine Group for the North West Sector under the Healthier Together initiative. He is working towards the provision of high quality standardised care across Bolton, Wigan and Salford hospitals. Dr Arya was the Chair of the North West England Heart Failure group during which he ensured patients with heart failure received high-quality care. Sanjay is the Vice Chairman of the British International Doctors Association, UK and was the Editor of the Journal of BIDA for six years until December 2016.

Sanjay has been working as Interim Joint Medical Director since August 2016, before being appointed to the substantive post of Medical Director in April 2017. Dr Arya’s immediate priority would be to improve staff morale, provide safe, effective care to his patients and work towards making WWL a financially viable Trust.

Robert Armstrong Robert Armstrong

Robert has worked as a Senior Manager in BT, starting as an Engineer and then moving into Customer and Consultancy Services. For a great deal of his career he managed a pan European team that planned, set up and managed Joint venture companies.

Robert served on the Trust Board of Wrightington Wigan and Leigh NHS Foundation Trust (WWL) for a number of years prior to becoming Chair of the Trust in late 2014. During this period the Trust achieved Foundation Trust status, improved the quality of care for patients, invested in new facilities and achieved a high level of staff engagement.

The achievements of the Trust were recognised by the awarding of the prestigious HSJ Provider Trust of the year Award in 2014.

In addition to his responsibilities at WWL, Robert Chairs the Specialist Orthopaedic Alliance. is a Non-Executive Director of a major North West based care home provider delivering quality dementia care, and he is also Governor at Britannia Bridge School in Ince, Wigan.

Robert and his family live in the Wigan Borough and WWL is their local hospital.

Mick Guymer Mick Guymer

Mick, a resident of Wigan for over 25 years, is an accountant who has worked in the NHS for 40 years, the latter 20 years as Director of Finance.

Mick also spent over five years as Project Director of a £500m PFI to re-develop the Central Manchester site and relocate the Manchester Children’s Hospitals.

He is also currently a member of the Department of Health National Procurement Council and the Customer Board, for which he is also the Chairman of the Northern Board.

Prof. Tony Warne Tony Warne

Tony is a Professor Emeritus in Mental Health Care, and former Pro-Vice Chancellor at the University of Salford. Previously he was Dean of School of Health and Society, one of the largest in the UK, with some 5,000 students undertaking a range of programmes in nursing, social work, social policy, midwifery, psychotherapy, sociology and criminology.

Tony worked in NHS mental health care services since 1975, both as a practitioner and as a service manager. He left the NHS in 1995 to work at Manchester Metropolitan University and then in 2006, he was appointed Professor at the University of Salford.

The focus of his research interest is on inter-personal, intra-personal and extra-personal relationships, using a psychodynamic and managerialist analytical discourse. He has worked on and managed several multi-professional projects both within the university, but also with partners from other universities and from practice.

Tony has published extensively and is the co-editor and author of the books, ‘Using Patient Experience in Nurse Education’ and ‘Creative Approaches to Health and Social Care Education’. He is the Nurse Representative on the Council of Deans for Health Executive Committee and holds several positions on national nursing and nurse education committees.

Lynne Lobley

Lynne has held Non Executive board appointments in three very different Trusts. Her roles have included those of Deputy Chairman and Senior Independent Director. Until recently, she was a member of the Senior Management Team, Cheshire and Mersey Deanery (postgraduate medical education). Lynne was also a member of the Deanery Integration Board, bringing the NW Deaneries together into Health Education England. During the same period, she was a member of the Local Workforce Action Board, which facilitates workforce planning and training for existing and new models of NHS care.

She began her professional life as a graduate trainee in local government. Moving into further education, she progressed through the lecturing grades to principal lecturer, before taking on executive and director roles. During this time she worked in partnership with external private sector organisations to deliver wide ranging transformational change and innovation.

Lynne is passionate about creating a joined up, sustainable, health and social care service for the future.

Dr Steven Elliot

Steven has worked as a GP since 1983 and has been partner, single handed and salaried. He was GP with special interest in headaches at Salford Royal NHS Foundation Trust from 2004 to 2014 and spent 4 years as Associate Medical Director at NHS Salford PCT.

Steven was Regional Director for commercial company Primecare UK and Chair of Community Based Strategy Group – Salford CCG. He is currently a professional adviser for NHS England and a Non Executive Director of a Community Interest Company.

Ian Haythornthwaite

Ian is the Chief Operating Officer for BBC Nations and Regions, prior to which he was the Deputy Chief Executive of the North West Development Agency with responsibility for development of the Cumbria Economic Strategy. He has also previously held the role of Pro-Vice-Chancellor of the University of Central Lancashire.

Lady Rhona Bradley DL

Rhona has 25 years’ experience in the criminal justice system with the National Probation Service in Greater Manchester and Cheshire and led the establishment of multi-agency youth offending services in Halton and Warrington Borough Councils. She has held a number of roles in social services, including director roles in both adult and children’s services. Currently Chief Executive of Addiction Dependency Services, Rhona was appointed a Deputy Lieutenant for Greater Manchester in 2010.
